The question for me on this one was how to increase the contrast on a grainy image without making it too dark.

Tildy,
Regarding the grain...that is always tough in this image the noise can be reduced after the contrast and color are fixed if you want to but you should leave sharpening and noise control to the end of the process because adjustments after noise control can re-add noise.

The real question for this image is where did the edge of the water tower go?? It is in the file and you should try to keep it in the final image. I know...details details...but the water will not stay in the tower if the side is gone.
