Tried the GRB first with highlight, shadow and neutral. Shadows appeared too dark.
LAB came up better particularly with saturation slider but still dark shadows below boats.
Took the LAB image and adjusted shadows only using PS Shadows/Highlights. This worked a lot better.
Is there a way with the curves to select shadows only to brighten?

Benny,
Look to the "Lizard Tail" to work on specific parts of the curve.  the lizard tail can be applied to either the shadow or the highlight.

Absolutely.  This is very important.  The dark half of the curve controls the dark parts of the image.  Moving the center of the curve up or down generally affects the shadows (or highlights) more, depending on the direction you move it.  As Greg suggests, the lizard tail is a relatively specialized move that will open up a shadow or highlight slightly.
