What is the easiest way to get the file to the maximum size for the attachment. Also I am having trouble redoing the size and than when I go to submit it I get the message that it was already submitted. Thanks

I adjust the jpeg quality setting in Photoshop's (or Elements's) file save dialog until I get the file down to about 180K. 

I've seen the problem where the BBS software thinks that I've already submitted an article, when I haven't.  This usually happens after some other error that prevented me from posting.  The only solution I've found, so far, is to copy and paste the text to a new article, and then re-add the enclosure. 

For me this happens about one out of every thirty messages.  If it's happening more often than that, let me know and I can probably chase the problem down some more.
