I tried a couple different versions of this, but decided that my first attempt was the best.  I set the neutral on the rocks, the shadow using thresholds and boosted the contrast in the lighter tones.  I made the shadows slightly lighter.  The challenge here was preventing the gray rocks from becoming flat and chalky.

Can you kill the blue in the shadows? 
and tell me how you did it...or please ask for help..this is where the rubber meets the road so to speak...

Okay, here's what I did.  I set the hue clock in the blue shadow.  Went into the b curve in Lab mode.  I first tried moving the blue end, but saw things getting bluer.  Then I went to the yellow end and moved the endpoint to the left until the hue clock was showing a neutral color.

Ok,  good job killing the blue in the shadows...now make the sky blue without adding blue back to the shadows and you have this one figured out...

you can set "control points" on the curve to keep it from pivoting around your adjustment. 

example: put the mouse in the sky on the image and note the position on the b curve.  This is the area you need to adjust to add the blue back...but you will adjust everything below that spot when you move it.  If you add 2 or 3 more points below the adjustment but not on the blue side of the center you prevent the blue from getting to the areas you changed in the yellow end..

Over all it needs saturation too...BTW

I'm a little confused now.  When I put my mouse over the sky, the point on the b curve is already below the center, on the blue side.  How, then, can I put control points below that point without putting them on the blue side?

Got my internet back.  Your PDF on local color control was incredibly helpful.  Part of the problem I was having was that, on the curve, blue and yellow were reversed; blue was on the left, instead of on the right.  I reversed them and followed the steps in your PDF.  Other than perhaps a little more saturation, I think I've got it now.
