Very difficult to get this right in RGB, but I was biting the bullet. First cleared it up in PS Raw, then sweating with CM RGB mode. I applied unsharp mask 20% radius 60 to get rid of the haze and to boost the contrast. Lastly smartsharpen 100 radius 0.5  I am not proud of this.

seems to be a common theme...not being proud....

I stuck to RGB only. Prolem is when the sky looks better I end up with this red halo along the shore. Here goes

Perhaps I was struggling, wrestling and scuffling too much with this image. I simply started again; in RGB I put the highlight point in the cloud, the shadowpoint on the small rock in the water (distant) and used the roofs right bottom as a neutral and simply moved the curve vertical as a floating neutral. Is this more of what you had in mind Mike?  It is easier if you take a photo yourself; when you know what effect you want before you even start. Not serious excuses, but sometimes not clear as to what effect is the better one.
