Started with moving neutral around on asphalt to get best Hue clocks for skin samples, between 12.00 and 13.00. After that adjusted end points of a and b curves to improve skin tone.
For the blue colour removal in shadows I selected R mask from the mask palette. Adjusted mask curve for maximum contrast.  Inverted mask and deceased blue curve in RGB.

A wonderful improvement...

but....
There is still a small problem with the skin tone as shown below...

Maybe I have.
But checked my picture again (the original that I reduced to web size) and can not reproduce values you got. Tried all spots of skin and nowhere the pointer was to the left of 12, se enclosed Srceenshot. Worst case was 12.00 sharp. Did this happen when decreasing jpeg quality or what has happened?

not sure...I did not look to hard to find this...maybe I got lucky....

This time I did most adjustments in RGB mode. Concentrated on the greys and tried to set them manually. Photo 1 is taken from final adjusment in RGB. Phot 2 is result. Do you think this is better than the picture with corrections mainly in Lab mode? Also tried to be bit more subtle with adjustments.
