For Ellis Island I used the RGB mode.

Middle Point: 136  115
Light Threshold: 220 255
Shadow Threshold: 52 0

I tried in LAB mode but it was either too yellow or too blue overall.

I finished the image off in PSE6 by lightening the shadows and increasing the contrast slightly and did a bit of sharpening.
I still find the picture a bit bland. I am not sure how to make it pop out.

By the way, I found the Video hints very, very useful.

The way to make the image less "bland" is to increase the slope of the Composite curve in RGB.  Trouble is you can introduce color shifts when you mess with the composite curve.  This is where LAB can save you.  If you want to increase the contrast you can take a quick pass at the image in LAB and then finish in RGB.  In lab you would set the SHN.  Then bump the saturation a bit before going to RGB for adjustments.

Because it is so easy to switch color spaces in CM it takes a bit of a mind set change to realize you can quickly make these changes without changing the images overall "mode".

Note the SHN points in the screen shot.  the rest is saturation slider.  you can take this version into RGb if you like and see where you can take it from here...
