Used L mask.  Copied mask to PS via clipboard and used as layer mask for a Hue/Saturation adjustment layer.  Increased saturation.

I decided I could do a better job on this, so here is a completely different version.

One pass, Lab mode, set SHN with neutral on sidewalk.  Use L curve as mask, bump saturation within CM.

You can try the ACV file attached and see if you like it better. 
I took your image and made the following changes:

1) Increase the saturation using the saturation slider in LAB to about 1.50  This image needs more color overall.

2) I added a small increase in the B channel so when you look at the A vs B curves the angle of the B is steeper.  It seems to make the image look a bit better.  The latest thinking on the saturation move in Lab appears to be that the B channel should get more of a boost than the A channel.  I have been trying it out on images and I am finding that the images seem to be responding to that particular adjustment a bit better than an equal adjustment.  We'll look at it more before we change the course work but give it a try and see if you like it better.

3) Added a very small lizard tail to the highlight end of the L curve to bring back some of the texture in the wall.  The Threshold seems to be good but a touch too bright for the whites in the wall once you adjust for the correct color.  I lifted the endpoint about 5 to flatten the image overall and then I added a slight lizard tail to bring some contrast to the highlights.

Greg, I have some doubts about that - the red in the graffiti looks oversaturated.  Also - I would think the taxi should be yellow, not orange.

How about we split the difference...
I can see the reds being an Issue...On the other hand the cab is acceptable on my usual monitor...
