I did two versions. One in Lab and one in RGB. I did not use a mask for either.
I prefer the RGB image. I found it easier to get more light onto the dreary London scene.

I like the RGB version better as well...
nicely done...

I think the RGB comes out better because of the by the numbers approach.
you might give the RGB another pass in LAB ans just bump the saturation slider a bit...
