Three passes.
1 rgb to clean up neutrals.
2. Lab to boost contrast and color
3. HSB- I decided - nothing of value in cyan so move the hue to green.

Steve,
Remember that when we did this as a preview during the screen share session the overall tone of the picture is very important to the color later in the process. Get the RGB right first then expand the colors in LAB. Set a Home Base hue clock somewhere in the image and make sure you get back to those values when you expand in LAB.

I totally re did it. I fixed the cyan with wgcmyk no black. Then LAB. Sorry I did not copy my screenshot (and of course you cannot load curves).
If I remember, I boosted colors but had to protect the cyan shadows and red lanterns.

Overall the bridge is green. This should force you to find a better neutral.
I'd start in RGB and get the color close before going after the saturation you are looking for...
