Dragged the top and bottom slider in and set a neutral point just below the first arch an the left, not sure I got it warm enough

Overall this is pretty good.  you have good range in the image and kept the highlight edge of the water tower without blowing it out.  The image does look a bit cool as you pointed out and you could try a neutral as I have shown in Shot 3.  Shot4 is your image as posted with a hue clock.

Lastly you might try to brighten up the image a bit; but keep an eye on the tower and the green tops of the building they go bad very fast..  Go slow and see if there is a better brightness range in the middle of the curve to work with.
