The two sharpest spikes in this histogram are the paper, and black ink.
Let's use this fact to quickly make the type cleaner and more readable.

First, drag the bottom left corner of the curve so that it is just to the right of the small spike on the left - this is the ink, and we've just made it pure black, with minimal impact on the rest of the scanned page. |
